Abstract : This research revolves around the phenomenon of shortage in the teaching staff at Iraqi universities. It is based upon one main hypothesis which states that such a shortage is due to the lack of necessary and proper data/information while planning teaching in universities. The researcher mainly applies historical approach in his paper. The time coverage is one decade that extends from 1972/73-1982/83. The paper is divided into two main parts. The first is devoted to discuss quantitative indicators of teaching staff. Such indicators include among others: 1. Professor/student ratio is usually high. 2. The high percentage of non-Iraqi teaching staff compared with the Iraqis. 3. The very high percentage of M.A. holders among the teaching staff. 4. The very low percentage of those whose academic ranks are full professors and associate professors. This first part of the paper also studies the expected shortage of the teaching staff up to the year 2,000 with reference to the following: 1. Expected increase of Iraqi population and the ratio of such increase. 2. Expected demand upon university education. The other part of the research deals with reasons of shortage which had not been taken into consideration while planning teaching in universities. These reasons include: 1. Low percentage of graduate students compared with the total number of students. 2. Dependence upon foreign universities in graduating and preparing teaching staff. 3. Low percentage of female teaching staff due to customs and traditions. 4. Imbalanced geographic distribution of teaching staff among the main university in Baghdad and Iraqi regional universities. This distribution includes both number and academic ranks of teaching staff. 5. Brain drain of teaching staff to foreign countries especially U.S.A. 6. Neglect of two year non-university higher education. 7. Increase of general education in high schools which necessitates in crease of social demand upon university education. 8. Increase of non-academic responsibilities of the teaching staff particularly administrative responsibilities. 9. Absence of applying modern teaching techniques and methods. At the end, the researcher presents a number of observations and recommendations in order to overcome the current shortage of university teaching staff up to the year 2,000.
